OK i put a new stock air filter on my 82 KZ750-e3 last week
now it won't start without a t-shirt or rag jammed in the top of the air filter
any thoughts ???

Try using the choke/cold start device? :D
Seriously though, has the choke linkage been disturbed when you fitted the new filter. ?
Is the air filter box and carb rubbers fitted correctly. If they are loose or not sealed you will have too much air geting to the engine and weakening the mixture.
If the old filter was that badly clogged to make that much difference I would be suprised if the engine ran. Unless somebody altered the carb settings to compensate for the blocked filter.
You could have developed an air leak on the carb boots or inlet stub. You could see if this is the case by starting the bike and spraying WD40 around the rubbers - you will hear / see the engine revs change if there is an air leak.
